ci: Add a NixOS module for running artifact-store as a systemd service ... 235eafe3ad

Exports nixosModules.default with a services.artifact-store option
(DynamicUser + systemd StateDirectory for ARTIFACT_STORE_DIR), and
documents how to use it in README.md.
